For unincorporated areas, the New Castle County Department of Land Use. The City of Newark and the City of Wilmington handle their own permits. We prepare and submit the plans either way.
The building code here follows the standard pool-barrier rules: a barrier generally at least 48 inches high with self-closing, self-latching gates. HOAs may also set the style.
Delaware locates go through 811 (Miss Utility of Delmarva). We file the 811 utility locate ourselves before any digging, so buried gas, electric and water lines are marked first.
Our pricing page lists the ranges: a fiberglass pool from 20 to 40 feet usually lands around $60,000 to $90,000 for the pool itself, and a 20-foot custom concrete pool starts around $80,000 to $85,000. Decking, fencing and landscape are priced on top, and Financing Available through Lyon Financial.
